Application for Survey Permit

All forms of surveying in Nigerian waters, including inland and offshore areas, require survey permit exclusively from the National Hydrographic Agency (NHA). This directive applies to maritime surveys by both commercial vessels and private companies.

Foreign Survey Vessels

Foreign vessels must apply for permission in the same way as Nigerian vessels. This concerns maritime surveying performed by both commercial ships and private authorities.

Conditions for Surveying

1. Only the vessel(s) listed on the Survey Permit are permitted to survey. Updates concerning the vessel(s) used for surveying must be reported to the NHA Operation Centre surveyoperations@nha.gov.ng with Cc. info@nha.gov.ng

2. A copy of the Survey Permit must be kept on board all survey vessels at all times so that it can be presented to the Nigerian Navy if requested.

3. Where necessary, navigational information must be provided to the NHA for the production and update of Notices to Mariners msi@nha.gov.ng.

4. If objects or depths are identified as dangerous to navigation and are less than the depth stated on the navigational chart, the Maritime Safety Centre msi@nha.gov.ng and info@nha.gov.ng should
be notified immediately.

5. If suspicious unidentified objects, remnants of ammunition or unexploded ordnance (UXOs) are identified during the survey, work must immediately be put on hold and the NHA Operation Centre surveyoperations@nha.gov.ng should be contacted immediately.

6. The NHA has the authority to inspect and control the survey at any time. Thus, vessels will be required to embark NHA’s personnel at the company’s expense.

7. Application letter addressed to the “Hydrographer of the Federation/CEO National Hydrographic Agency”, vessel’s particulars, and a crew list showing job titles and nationalities must be attached to the application.

8. DPR approval must be presented for seismic surveys.

9. Upon completion, survey data must be submitted to the NHA. The NHA has the permission to use the received data and information free of charge. This use includes archiving and storing of the data for future use in navigational charts and publications.

10. Survey data must be delivered electronically as measured minimum depths and in a standard xyz format, together with a complete metadata list (describing the equipment used, calibration methods, etc.). The data must be submitted to the NHA within 30 days of survey completion.

Deadline

A survey permit must be obtained before the commencement of surveying. The processing time for surveying permits is approximately 10 working days. Please note that in the event of changes in the application for surveying (e.g. vessel, start/end date or location of the survey), a new case processing process will be initiated.
